Operational sequence
Create the commercial first. Confirm it is active and its MP4 is reachable. Then copy an individual tag, add it to a rotation, or add it to a pod. Finally, integrate with a player that knows how to request VAST XML.
The app may show commercials as processing until media conversion completes. A draft or paused commercial may not be eligible for playback.
